Role of stepmother

I need some advice. My niece is getting married Oct 2009. When going over the wedding budget, she split the cost between her parents. Her father, who is now remarried, as agreed to pay for his "half" providing that his new wife be involved. This is causing a bunch of conflict with the mother. The stepmother has never been involved in my niece's life. Her father remarried when my niece graduated high school. She has had no involvement in raising her, or planning any other life event (graduation, birthdays, ect.). The condition her father has placed on his money seems unreasonable. My niece isn't sure how to handle the issue. Her mother is outraged to say the least at the situation. What role, if any, does the step mother have? We aren't sure what to do with pictures, seating, planning, ect. Any advice would be grateful.
